What each tool is
Cursor (by Anysphere) is an AI code editor with an in-editor agent, Tab completion, cloud agents and automations, and AI code review through Bugbot. Its Oct 16, 2026 changelog added canvases built by cloud agents and an Environments API in beta.
Devin (by Cognition) is an autonomous software engineer that "runs in the cloud or on your machine". Since June 2, 2026 it also has an IDE: Cognition renamed Windsurf to Devin Desktop, an agent command center with a full editor. The product family is now Devin Cloud, Devin Desktop, Devin CLI and Devin Review. ToolStandings has merged the old Windsurf listing into Devin.
Workflow: pair programming vs delegation
Cursor is built around you staying in the editor: you prompt the agent, review diffs as they land, and accept or reject them. Cloud agents (Premium and up) let it run longer tasks in the background.
Devin is built around delegation: you assign a task (in its web app, Devin Desktop, or from Slack, Teams, Linear or Jira), it works in its own environment, tests in its own browser, and hands back a PR to review. That suits backlogs of well-specified tickets. Vague tasks still need a human to scope them.
The line has blurred: Cursor now has cloud agents, and Devin now has a desktop IDE. The real difference is the default: Cursor starts from the editor, Devin starts from the agent.

Usage limits: the fine print
Cursor: every tier gets a usage pool that refreshes weekly. Plus includes Grok models only. On Premium and above, third-party models are available at API list price, billed separately by usage. Subscriptions are sold through X Subscription Corp.
Devin: each paid plan has an allowance that refreshes daily and weekly. Usage beyond that is bought at API pricing. Devin Cloud access starts on Pro.
Team and enterprise features
- Cursor Teams ($30+/user/month) adds usage analytics, team privacy settings and SAML/OIDC SSO. Enterprise adds SCIM, audit logs, spend controls and invoice billing. Cursor lists SOC 2, ISO 27001 and ISO 42001 certifications on its site.
- Devin Teams is $80/month for the team plan plus $40/month per full dev seat, up to 200 users. Enterprise adds SAML/OIDC SSO, centralized admin controls, and an option to deploy in your own VPC or as a dedicated deployment.
When to choose which
Choose Cursor if you code hands-on every day, want to review each change as it happens, or are on a small budget (the $8 Plus tier, with Grok models only).
Choose Devin if you have a backlog of clear, self-contained tasks (migrations, dependency upgrades, test coverage) and the time to review PRs. Its Slack, Teams, Linear and Jira integrations fit ticket-driven teams.
Use both if you want interactive work in Cursor and background tickets in Devin. They don't conflict.

FAQ
Is Cursor or Devin better for beginners?

How much do Cursor and Devin cost in 2026?
As of Oct 19, 2026, Cursor has Free, Plus $8, Premium $30, Super $100 and Ultra $200 a month, and Teams from $30 per user. Devin has Free, Pro $20, Max $200, and Teams at $80 a month plus $40 per full seat. Both sell Enterprise plans.
Is Windsurf the same as Devin now?

How we compared
Scores come from the public ToolStandings formula (how we rank) and refresh automatically, so the numbers on this page always match the current tool pages. Momentum and Editor/community are still provisional for every tool. Vendor facts and prices were checked on the sources below on 2026-10-19. If a fact couldn't be verified on a vendor page, we left it out.
